Opening the hearings, M.Prysiazhniuk, Committee Chairman, stated that the event had been initiated to discuss implementation of the Committee´s guidelines of 20 May 2008.
According to M.Prysiazhniuk, the Government failed to endorse the concept of reforming and developing the distillery branch for the period till 2011. Relevant amendments to the legislative acts concerning promotion of production and use of biofuel also failed to be elaborated.
Hence, disastrous reduction of amounts of spirit production and losses of enterprises can be observed at present in the said sector.
The Committee members listened to the reports of V.Sosnytsky, First Deputy Head of the State Concern "Ukrspyrt" and I.Demchak, Vice-Minister of Agrarian Policy, and took them into account.
The Committee recommends that the Cabinet of Ministers scrutinizes the issue concerning implementation of Committee´s resolution of 20 May 2008 and takes effective measures to secure legislative support of development of distillery branch.
The Cabinet of Ministers of Ukraine should also elaborate a set of Bills concerning demonopolization of ethyl alcohol production.
The Committee also recommends that the Cabinet of Ministers amends relevant acts concerning abolition of the mechanism of monopolistic formation of a single price for ethyl alcohol.
