The Bill (Reg. No.3573), submitted by the Cabinet of Ministers of Ukraine, introduces amendments to the Laws "On Road Traffic" and "On the Police". The Bill introduces penalty scores to be charged for violations in the field of traffic safety and establishes the procedure for their charge.
The Committee members stressed that "survey of application of legislation in the said branch testifies of the fact that many infringers fail to consider penalties as ultimate means of authority and education". However, the financial conditions of the most part of infringers should be taken into account.
The People´s Deputies believe that the Law should come into force on 1 January 2010 in case it will be adopted.
