"I do not suppose that foundation of a bilateral parliament in Ukraine is the matter of restricted time limits. In due time it will become a topical issue and will be settled without any conflicts, pressure and willingness to secure one´s place in the senate, i.e. a certain political immunity, so that to bear no responsibility for actions taken as the Head of the State", - stated Oleksandr Lavrynovych, First Vice-Chairman of The Verkhovna Rada of Ukraine, in the live broadcast at "Pershy Dilovy" TV channel.
Dwelling upon the constitutional reform, the politician stated that introduction of amendments to the Fundamental Law failed to be a problematic issue. "It is non-fulfillment of the Constitution by the persons authorized to pass resolutions on behalf of the Ukrainian State that is a top problem in Ukraine", - stated the First Vice-Chairman.
Commenting on the amendments to the Constitution suggested by V.Yushchenko, O.Lavrynovych stated that he envisaged no possibility for them to be endorsed by the Parliament, "since the President decided to initiate a new type of relations in the country, and another type of government. Actually, he suggests rewriting the Constitution, which requires certain procedures, pursuant to the effective Law".
