Volodymyr Lytvyn, the Chairman of the Verkhovna Rada of Ukraine is convinced that the Introduction for the referendum any Projects of Constitution of Ukraine is Purposeless
V. Lytvyn explained that "absolute quantity of people does not read the Bill of the Constitution" and introduction of several variants will also fail to give positive result.
V. Lytvyn declared that "one should take into consideration experience, traditions and mentality of people, the goals should be determined under the conditions of the world crisis and only then prepare corresponding document".
V. Lytvyn expressed for the reconsideration of the principles of formation of the State Budget. Budget, according to him, should be formed "from the bottom to the top" that allows the mutual responsibility for the use of the main state finance document.
V. Lytvyn has also expressed for the necessity of adoption of the laws that let international armed forces on the territory of Ukraine and on quantity of Armed Forces of Ukraine
