The Bill (Reg. No.3682) defines legal, organizational and financial principles of regulation of social relations that originate by alienation of land plots for social needs and on the grounds of social necessity.
The Bill includes regulations appertaining to the principles of alienation of land plots, the procedure of determination of a redemption price, the cases of repurchase of land plots for social needs and compulsory alienation on the grounds of social necessity, forms and procedure of recovery of cost of such land plots, etc.
The Bill also defines the concept "social necessity" and "social need", determines peculiarities of compulsory alienation of land plots and suggests a mechanism, under which a land plot can be delineated on the grounds of social necessity due to court decision.
