The Bill (Reg. No.3211) introduces a new version of Part 2 of Article 24 of the Administrative Proceedings Code.
The Committee members stated that "pursuant to the amendments, the panel of three judges will scrutinize administrative cases at the circuit administrative court (except of the cases envisaged by Part 1 of the said Article) only if the case is characterized by special complexity". Moreover, the issue concerning formation of the panel should be settled before the trial is launched.
The Committee recommends that the Parliament returns the Bill to the subject of legislative initiative for further elaboration.
