The hearings were attended by the People´s Deputies, representatives of the government and relevant ministries and departments, local self-government bodies, etc.
According to the participants of the hearings, since the Constitution of Ukraine and basic normative and legal acts were adopted, "the development of local self-government has halted at the level of territorial communities cities of regional importance, as the majority of territorial communities were not able to realize all the authorities of the local self-government due to their excessive fragmentation and poor material and technical base".
The representatives of regional and district councils believe that enhancement of State regional policy should facilitate elaboration of an efficient tool for holding negotiations with local authorities and population concerning all the important issues of local and territorial development.
Moreover, it is necessary to conclude delineation of communal and State property, including delineation of land.
The parliament members suppose that territorial communities should obtain the right to unite the objects, including land plots, into communal property for implementation of common programs.
The Committee members believe that local self-government of the basic and district level should be based on a new territorial basis.
The Committee members deem necessary to take the introduced motions into account whilst elaborating the Bills on State regional policy.
