The Chairman of the Committee, Volodymyr Rybak reminded that the Verkhovna Rada of Ukraine has adopted the given Law on the 14th of January 2009. According to him, the Law is aimed at the stabilization in the development of the building sphere during the Finance Crisis.
V. Rubak declared that today the Law id under the critic of the mass media because of the not absolutely clear mechanisms of its accomplishment. Moreover it realization lacks the normative acts.
Minister on Regional Development and Building, Vasyl Kuibida stressed that the adopted Law is the first step on the way of the overcoming of the finance crisis consequents. He declared that "in order to fully realize the Law, we need 12 normative acts"
V. Kuibida informed on the Bills elaborated by the Ministry for the Law accomplishment and announced the sum of 7 mlrd. grn. in order to finish the buildings where the citizen money was invested.
The participants of the Committee Hearings emphasised that the Government and the Committees have the responsible approach to the antircessory Law.
During the hearings the issues on the increase in prices and decrease in the inner need for the building materials and built houses etc. were discussed
The Participants of the Committee Hearings as a conclusion of the discussion recommend that the Cabinet of Ministers accelerate normative-legal provision of the mechanisms of the realization of the norms of the Law "On Prevention of the Consequences of the World Finance Crisis on the Development of the Building Sphere".
It is recommended that the Government during the preparation of the Bill on Amendments to the State Budget of Ukraine for the year 2009, for the accomplishment of this law should presuppose the expenses for the subvention at the rate of 0,5 % of the for the subsidies for the building of the available houses for the citizen and also expenses for the Stabilizing Fund at the rate of 20%.
