Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, deems necessary to adopt the Law on the Status of Sevastopol urgently.
Meeting the personnel of the Oceanological Center under the National Academy of Sciences of Ukraine in Sevastopol, V.Lytvyn announced the setting up of a parliamentary working group in charge of elaboration of a relevant Bill, and stressed the necessity to adopt the Bill as a basis.
The Chairman of The Verkhovna Rada of Ukraine believes that Kyiv, Sevastopol, Feodosia and Kerch are city heroes and should be funded in accordance with special regulations. He stated that "it may be taken into account in a new version of the Budget Code".
V.Lytvyn commented upon the current political and economic situation in Ukraine, and emphasized the necessity of common responsibility of the authorities.
The Chairman of The Verkhovna Rada of Ukraine deems necessary to settle three crucial matters stressed in his address to the President of Ukraine, the Prime Minister of Ukraine, leaders of Parliamentary Factions and all politicians of Ukraine, namely, to alter electoral legislation, eliminate "duocentrism of authority", and reorganize the system of local authorities.
According to V.Lytvyn, certain amendments should be introduced to the Constitution in order to settle the above-mentioned issues.
As far as the current economic situation is concerned, V.Lytvyn deems necessary to enhance the quality of education and funding of science.
