The Bill (Reg.№2451) determines the legislative basis for the formation and activity of collective management of rights on works, execution, phonogram and videogram by the authors and presupposes their authority and functions.
The members of the committee deems that the adoption of the bill facilitate "the protection of the authors rights and will increase incomes to the State Budget"
