Due to the results of the discussion, the Committee members recognized the activity of the State Committee as such that requires further enhancement. They recommended that the defects be eliminated.

 

A representative of the Accounting Chamber delivered a speech at the Committee´s meeting and stressed the inefficient and uneconomical use of budget funds by the State Committee of Ukraine on Industrial Safety, Protection of Labour and Mining Supervision, especially, in the applied developments in the sector of labour protection. He also accused the State Committee of the losses inflicted to the State by the purchase and maintenance of automobiles. He supposes that activity of the State Committee of Ukraine on Industrial Safety, Protection of Labour and Mining Supervision concerning enhancement of industrial safety and protection of labour is inefficient, and the effectiveness of governmental supervision deteriorates.

 

According to the Committee members, the issues to be settled in the sector of industrial safety and protection of labour were scrutinized at the parliamentary hearings: "On the Implementation of the European Social Charter (revised) in Ukraine", held on 6 June 2008, and "On Observance of Constitutional Safeguards of Citizens´ Labour Rights", held on 10 December 2008. 

 

According to the People´s Deputies, the Guidelines of the Parliamentary Hearings adopted by the Verkhovna Rada of Ukraine include the regulations concerning enhancement of legislation on industrial safety and protection of labour in view of elaboration of the Bill on Amendments to the Code of Ukraine on Administrative Infringements.

 

The Committee plans to scrutinize the issue concerning application of Ukrainian legislation on labour protection by the State Committee of Ukraine on Industrial Safety, Protection of Labour and Mining Supervision in ІІ quarter 2009.
