The Committee on State Building and Local Self-Government recommends that the Parliament adopts as a Basis the Bill on Amendments to the Law "On the State Service" (re Use of Language)

The Bill (Reg. No.2533) introduces amendments to certain articles of the effective Law, supplementing them with the requirement to observe constitutional regulation regarding "the statehood" of the Ukrainian language.
However, according to the People´s Deputies, the explanatory note of the Bill reads that "the Bill is intended to secure rights of the national minorities to use of their native language in the settlements of their residence". However, the Bill fails to contain the norm to regulate the said issue.
The People´s Deputies believe that the Bill is need of further elaboration. Furthermore, at first the Law on Languages in Ukraine should be adopted, and it should take into account the regulations of the Bill in question.
The Committee members recommends that the Parliament adopts the Bill as a basis and the profile Committee prepares the Bill for the Second Reading with due account taken of the introduced remarks.
