The Bill (Reg.№ 3269) envisages extra revenue to the City Budget: 100% of the total extent of the natural persons income tax; 100% of the land rent; 100% of income tax of the public utility companies; 100% charge for the environment pollution.
According to the Bill, the Kryvyi Rig City Council should have the authority to adopt the Program on the overcoming of ecological and demographic crisis, adopt acts aimed at the prevention of negative influence and liquidation of enterprises activity.
The Committee recommends the authors of the Bill "determine the ways of legislative supervision and regulation of the issue on income to the city budget through the pollution charges that are supposed to the paid to the local fund".
The issue concerning establishing and supervising of ecologic norms is under the authority of the Cabinet of Ministers of Ukraine.
