In the course of the Committee Meeting it was announced that the Bill (Reg.3429), in particular, is aimed at the curtailing of the types of market participants that are subjected to licensing. Members of the Committee expressed against the abolition of licensing of topographic, geodesic and cartographic works accomplishment.

It was stressed that the Bill "breaks the main principles of licensing activity in the sphere of management of nature, state supervision for the rational management of nature and nature protecting laws etc".

The provision of unity in geodesic surveying, the correctness of objects representation on the locality and their characteristics on topographic maps "demand the abidance of corresponding qualification, organization and technological norms by the market participants and demands the licensing of this type of activity". "Its abolition will lead to unexpected consequences because of not sufficient quality of representation on maps and it may impend over people´s lives and the state".
