"At present no document concerning creation of a coalition has been registered at The Verkhovna Rada of Ukraine", - stated Oleksandr Lavrynovych, First Vice-Chairman of The Verkhovna Rada of Ukraine, in his interview to the journalists. He specified: "A legitimate Chairman of The Verkhovna Rada of Ukraine has only proclaimed an intention to form a coalition".
"The procedure of formation of a coalition is defined by the Constitution and the Standing Orders of The Verkhovna Rada of Ukraine", - stressed O.Lavrynovych. He explained: "It is necessary to draw up all the documents required in order to set up a coalition. Then these documents are submitted to The Verkhovna Rada Secretariate to be duly registered. Then, pursuant to Part 5 of Clause 61 of the Standing Orders of The Verkhovna Rada of Ukraine, the Chairman of The Verkhovna Rada of Ukraine proclaims creation of a coalition at the plenary meeting on the grounds of the documents submitted".
Therefore, O.Lavrynovych emphasized that "at present, there are no legal grounds for creation of a coalition".
"However, The Verkhovna Rada can work either with the coalition, or without it. The Chairman of The Verkhovna Rada of Ukraine has to sign all the documents adopted by the Parliament", - summarized the First Vice-Chairman of The Verkhovna Rada of Ukraine.
