The Bill (Reg. No.3341) curtails the list of defensive works of civil protection the lease of which is prohibited. The list includes only the works locating alternate control centers at the enterprises, organizations, their structural subdivisions of original manufacture that have at least one object of high danger, and objects serving as shelter for residents of the areas of nuclear power stations observation.
The Bill was elaborated in order to find extra financial sources to enhance the conditions of upkeep of defensive works. However, the People´s Deputies believe that "the Bill fails to settle the issues in questions conceptually, and does not comply with the Laws "On Civil Defense of Ukraine" and "On Legal principles of Civil Protection".
