According to the Bill (Reg.№2399), delivered by the People´s Deputies V. Rybac, O. Popov, the state program on reformation and development of housing and public utility sphere for the years 2004-2010 is suggested. The authors suggest that the program financing should be changed into 33,7 mln.grn. that is in 8,5times more than the rates adopted by the current law
The Members of the Committee uphold the bill but expressed remarks regarding the declared expenses for the realization of Program.
The People´s Deputies agreed with the Chief Scientific expert Department during the development and adoption of the Programs one should be governed by the norms of the Law "On the State programs of special purpose" according to which the Cabinet of Ministers take the leading part while developing and adoption of the state programs of special purpose".
The Committee deems it important to scrutinize the Bill should be scrutinized in the first reading together with the bill on state program on reformation and development of housing and public utility sphere for the years 2008-2012 (Reg.№3063)and combine it during the second reading.
