The People´s Deputies, representatives of central and local executive bodies, local self-government bodies and public organizations took part in the discussion.
Oleksandr Popov, Committee Vice-Chairman, reminded that the Law "On Provision of Housing Rights of Halls of Residence Dwellers" would come into force on 1 January. He stated that effect of the said Law extended onto the halls of residence in public or municipal ownership, and those under a full economic competence of enterprises, institutions and organizations in charge of housing fund administration irregardless of their form of ownership.
However, according to O.Popov, "the Law in question fails to settle all the issues concerning housing rights of halls of residence dwellers". Thus, the issue concerning realization of the constitutional citizens´ right for housing remains a critical issue.
The participants of the discussion dwelled upon other issues related to realization of housing rights of halls of residence dwellers. Thus, they upheld the motion concerning setting up of an interdepartmental working group to settle the problems of halls of residence dwellers. The working group should study the situation in this sector and elaborate normative and legal acts in order to settle all the problems of halls of residence dwellers.
