Mykola Tomenko, Vice-Chairman of The Verkhovna Rada of Ukraine, opened the sitting. He characterized current activity of public authorities and local self-government bodies "as a system of disorder and irresponsibility". M.Tomenko believes that there is a system of "triple power" in Kyiv the Council of National Security and Defence, the President´s Secretariat and the Government, and the system of "dual power" at the local level in the form of regional, district councils and regional, district State administrations.
"If one studies all current Bills on amendments to the Constitution, one will see that they testify an absolute political consensus concerning dissolution of district administrations and delegation of local executive authority to the newly-established executive committees of regional and district councils", - stated the Vice-Chairman of The Verkhovna Rada of Ukraine.
S.Hordiyenko, Secretary of the Committee on State Building and Local Self-Government, stressed that "People´s Deputies should consider the opinion of regional and district councils, and take into account their experience concerning activities of the local self-government bodies".
The Chairmen of regional councils called on all the political forces for peace, concord and joint reforming of local self-government bodies.
The participants of the sitting passed a resolution to hold parliamentary hearings devoted to the reforming of the local self-government bodies.
