The Bill (Reg. No.3353-2), submitted by the People´s Deputies V.Yanukovych, M.Prysiazhniuk, S.Ryzhuk, V.Slavuta, has "a systemic character and presents a complex approach to the overcoming of recessionary phenomena in agricultural complex of Ukraine", in contrast to the Bill (Reg. No.3353) submitted by the Cabinet of Ministers of Ukraine. The Bill submitted by the People´s Deputies envisages extension of the period of special taxation treatment of agricultural enterprises, and foundation of a State Agrarian Stabilization Fund in the amount of at least 10 billion UAH in order to provide the agricultural sector with financial, material and technical resources.
Moreover, pursuant to the Bill, import of pedigree purebred cattle and pigs or genetic material is exempt from VAT. Import of pork and poultry meet, as well as cheap law-quality production is prohibited.
Central Scientific Experts Office of The Verkhovna Rada of Ukraine Secretariate recommends that that the Bill (Reg. No. 3353-2) be adopted as a basis, and the Bill (Reg. No. 3353) be forwarded for further elaboration.
