According to the Bill (Reg.№3013) it is suggested to implement that the supplement of natural gas to all the categories of consumers from the 1st of October 2009 will be according to its commercial accounting.
It was mentioned that the source of financing of the works regarding the accounting equipment of natural gas use for population will be their own, borrowed funds of market entries. For other consumers the source of financing will be natural persons- entrepreneur funds, who, according to the treaty consume gas in order to provide entrepreneurship, and juridical persons funds that consume natural gas in order to conduct entrepreneurship.
The members of the Committee stressed that the power engineering sphere, to which the bill belongs, in European Union Law System is governed by Directives 2003/55/EU of EU Parliament from 26th of June 2003 and by Regulations 1228/2003/EU of European Parliament from 31st of March 2004.
The People´s Deputies declared that according to experts´ conclusions, the bill does not contradict with the Laws of European Union.
