The Bill (Reg. No.3308) increases the rates of revenue and expenditures of the general fund of the State Budget in Year 2008 for establishment of the Stabilization Fund, coverage of shortage of the Pension Fund of Ukraine, stabilization of financial conditions of NJSC "Naftogaz of Ukraine", holding of extraordinary elections of village, settlement, and city mayors.
The Committee members stated that the Bill "correlates the rate of increase of the State budget subvention to the local budgets for holding of elections of deputies of The Verkhovna Rada of the Crimean Autonomous Republic, local councils and village, settlement, and city mayors". Moreover, the Bill envisages funds necessary for holding extraordinary elections of village, settlement, and city mayors on 30 November 2008.
The Bill also envisages funds for liquidation of arrears connected with preparation and holding of extraordinary elections of deputies of Kyiv City Council and Kyiv mayor on 25 May 2008.
