According to the report of the Accounting Chamber, "the State Committee for Television and Radio Broadcasting failed to effectively fulfill the functions of a central executive body related to the formation and implementation of State policy in the publishing sector". The experts stated that "budgetary financial resources of the State Committee for Television and Radio Broadcasting are used in a desultory, non-transparent and unsupervised way".
The People´s Deputies and representatives of the publishing sector drew attention to "inefficient administration of budgetary funds, lack of distinct criteria for selection of books entitled to financing due to the program "Ukrainian Book", uncoordinated mechanism of distribution of books published at the expanse of budgetary funds".
The Committee members deem necessary to "reorganize the State Committee for Television and Radio Broadcasting and make publishing sector subordinate to a separate executive body in charge of implementation of State policy in the field of publishing".
