The Bill (Reg.№1054) propose to give right to use Russian Language in the course of administrative process when the parties supply the application forms.
It was declared that the "administrative court procedure with the use of only official language create obstacles and in special cases make the protection of interests, protected by law, impossible and in this case it is infringement of item 55 of Constitution of Ukraine". That is why the Members of the Committee deem it necessary to adopt the bill as it is "essential for the realization of the common right of every person for the effective protection by the court".
It was also stressed that "there are no changes to the Statute of the official language in the bill and it does not restrict the spheres of its implementation". One pf the authors of the bill, the People´s Deputy, S. Kivalov, declared that "neither in obvious nor in veiled way Russian language is not given the status of the official language, it only determines the order of its implementation in the courts of Ukraine".
