Dear Yulia Volodymyrivna!
I am convinced that the Government and the National Bank of Ukraine take all possible means to stabilize economic situation in the country. I suppose that the crisis can be overcome by coordinate actions of all branches of authority.
Therefore, having met the members of the Expert Economic Council, the International Monetary Fund, businessmen, industrial elite of Dnipropetrovsk region, and having taken into account present-day situation in the country, I deem necessary to recommend that the Government elaborates "Anti-Recessionary Package 2".
Personally, I suggest supplementing this Package with a number of regulations, implementation of which will improve economic situation in the country.
Thus, I suppose that priorities of Year 2009 under the conditions of domestic and foreign economic recession may be as follows:
formation of domestic market;
retention of stability in banking sector;
macroeconomic budgetary discipline, i.e. minimal level of budget gap and retention of adequate rate of inflation;
I hope you will endorse the following measures in order to implement the above-stated priorities:
1. By formation of the budget for Year 2009, provision of accumulation of capital expenditures for formation of the governmental order aimed at construction of motor-roads, highway stream crossings, construction and capital reconstruction of railroads, mainline railroads, renewal of rolling stock of "Ukrzaliznytsia", reconstruction of airports, construction of social housing and housing for military servicemen, funding of aerospace industry.
2. Declaration of moratorium on the rise of fare and power rates for industry, including revision of internal constituents of the said rates.
3. Ratification of the special program of crediting priority economic programs and public economic sector by the State banks.
4. Immediate ratification of the program on compensation of interest rates on credits issued to the subjects of small and middle-sized business.
5. Introduction of a single social bank account for transfer of all payments (wages, pensions, benefits, payment of taxes by natural persons, housing and communal services) exclusively on a clearing basis by «NSMEP» or a similar system.
6. Discussion jointly with the National Bank of Ukraine of the issue concerning reduction of a discount rate, refinancing rate and measures to be taken to minimize or reduce rates in the actual economic sector concerning both crediting, and attraction of funds.
7. Restoration of rates of credit activity at the level of at least Year 2006.
8. Enhancement of the system of unemployment aid payments in order to prevent misuse.
9. In order to prevent growth of unemployment, elaboration of relevant amendments to the Code of Laws on Labour of Ukraine and the Law of Ukraine "On Labour Remuneration" ; it is recommended that the employers should be able to revise the rate of wage under the conditions of recess, reducing the wage and extending the period of leave without pay.
10. Holding of negotiations concerning funding of programs between Ukraine and the World Bank, the European Bank for Reconstruction and Development, the European Investment Bank and others.
11. Holding of inter-governmental negotiations and meetings of bilateral inter-governmental commissions in charge of trade and economic cooperation with the Russian Federation, the European Union and the United States of America, as well as with the countries that represent non-traditional markets for Ukraine in order to determine the scope of bilateral trade cooperation for Year 2009 and removal of tariff and non-tariff restrictions.
12. Filling of the Stabilization Fund with relevant funds and ratification of the programs related to the use of these funds for Year 2009.
Dear Yulia Volodymyrivna, I appeal to you with a request to scrutinize and take into account the said motions in the course of elaboration of relevant Bills.
