The Committee on National Security and Defence recommends that the Parliament adopts the Bill on amendments to the Law "On State Guard of Public Authorities and Officials" as a basis.
The Bill (Reg. No.2266) alters the order of subordination of the Department of the State Guard to the President of Ukraine, transferring the authority to the Cabinet of Ministers of Ukraine.
The Bill establishes special titles for the employees of the Department, regulates their conferment and service of the ranks and the commanding of the Department in accordance with the Regulations ratified by the Cabinet of Ministers. The Bill also introduces a Disciplinary Statute of the Department. Pursuant to the Bill, the Cabinet of Ministers is to define the list of objects of State guard, and The Verkhovna Rada of Ukraine Committee on Legislative Support of Law Enforcement is authorized to settle the issues concerning appointment and dismissal of the leaders of the Department.
The authors deem necessary to adopt the Law in order to introduce European standards into the work of the main body in charge of State guard of Ukrainian public authority and officials.
