Mykola Tomenko: Only amendments to the Constitution, not the elections, can settle the conflict among the authorities.
Mykola Tomenko, Vice-Chairman of The Verkhovna Rada of Ukraine, delivered a speech in the Institute of Political and Ethnonational Researches at the Fourth Kuras Readings dedicated to the discussion of amendments to the Constitution as a means of settlement of political conflicts in Ukraine.
Mykola Tomenko underscored that delineations of powers of the authorities, i.e. introduction of amendments to the Fundamental Law of Ukraine should be regarded as a prerequisite of elections in Ukraine.
"Elections without the settlement of the said issue only postpone political conflict in Ukraine, failing to solve it. Therefore, it is necessary to introduce amendments to the Constitution. However, the amendments should be of legal, political and social legitimacy", - believes Mykola Tomenko.
Thus, legal legitimacy means that a new Constitution should be adopted in compliance with an effective legal procedure of introduction of amendments and supplements to the Fundamental Law.
According to Mykola Tomenko, before adopting a new Constitution, main political forces should reach consensus on motions that fail to evoke any objections and can be endorsed by all political forces.
