The Committee members expressed their concern with the planned restriction of legislatively established labour, social and economic rights and safeguards for the educational workers. The expenditures for science and education envisaged by the Bill have been reduced. Thus, "total expenditures for scientific, scientific and technical activity achieved a disastrous level less than 0,8% of the gross domestic product".
The Committee members came to the conclusion that the Bill provided only functioning of the sectors in question, instead of their development.
Moreover, the Bill fails to take due account of the Committee´s resolution on introduction of innovations into the Ukrainian economy.
The Committee members recommend that the Cabinet of Ministers of Ukraine secures further elaboration of the Bill as regards expenditures in the sectors of education and science.
