In its recommendations the Committee stresses upon the strengthening of the control on the Part of the President of Ukraine for the fulfillment of the norms of the Constitution of Ukraine and laws "On education", "On the higher education", "On the state budget of Ukraine" and some others.
The Committee recommends the Parliament to envisage the extra expenses for the education and science during the preparation of the State Budget of Ukraine for the year 2009.
Moreover , the Cabinet of Ministers should take precautions according the adaptation of the higher educational system to the demands of the Bologna Declaration, provide the full financing of the government order and let the higher educational organizations open the deposit balances.
The members of the Committee suppose that the Cabinet of Ministers should introduce the changes to the legitimate acts of Ukraine according the broadening of the autonomy of the higher educational organizations and the recruitment of the employers to the educational and scientific processes.
The administration of the higher educational organizations should take precautions regarding "tuition in Ukrainian language, strengthening of the forms and methods of students´ motivation, students self-governing, non-admission of the finance abuse and bribery in the higher educational organizations".
