EXTRAORDINARY SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION HAS BEEN HELD ON THURSDAY, 31 OF JULY.
441 People´s Deputy were registered on the meeting.
The Members of The Cabinet of Ministers of Ukraine in charge with The Prime-Minister of Ukraine, Yulia Tymoshenko took part in the extraordinary session.
Arseniy Yatseniuk, The Chairman of The Verkhovna Rada of Ukraine, after having opened the plenary meeting remind that during on 23rd-27th of July emergency ecologic situation took place in Ukraine and as a result of it humane loss.
The People´s Deputy supported the proposition of The Chairman of one minute's silence in remembrance of perished during the flood Ukrainians.
Shandra Volodymyr The Minister of Ukraine in Charge of Emergencies and Protection of People from the Consequences of Chornobyl has reported on The Bill on approval of The President´s of Ukraine Order "On Announcing separate parts of Vinnica, Ivano-frankivs'k, Lviv, Ternopil´ and Tchernivci Regions as Areas of the Emergency Ecological State".
V. Shandra stated, that experts qualify the case as catastrophic. The Minister declared that it is the unique case for the last 200years. V. Shandra announced the death of 30 people. Also, 767 population canters were inundated, 553 motor bridges were damaged,728 footbridges, 600km of roads were washed out, 349 population centers cut off lightening.
The Head of The Committee on Environmental Policy, Use of Natural Resources and Elimination of Consequences of Chornobyl Disaster, Anatoliy Semynoha. was the co-reporter on this issue.
The representatives of The Deputies´ Factions took part in the discussion. Most of them supported the President´s order.
The Verkhovna Rada has adopted the bill on approval of The President´s of Ukraine Order "On Announcing separate parts of Vinnica, Ivano-frankivs'k, Lviv, Ternopil´ and Tchernivci Regions as Areas of the Emergency Ecological State". In total 439 votes "for"
According to the order, particular areas are declared to be areas of emergency ecologic situation for 90 days. The Cabinet of Ministers of Ukraine are to provide the allocation of extra funds and other material resources. The Cabinet of Ministers are in charge to provide the population with the foodstuff, potable water, articles of daily necessity, medicaments. The settling of the population must be organized.
The document stipulates that The Cabinet of Ministers should propose the local self-governing bodies of Vinica, Ivano-Frankivs'k, Lviv, Ternopil´ and Tchernivci Regions to allocate extra funds and other material resources to surmount the consequences of natural disaster and to provide funds during the adoption of local budgets for the financing for anti flood and anti landslips projects, for settling of citizens out from the dangerous territories, execution of other measures on the territories, damaged because of the natural disaster. According to the order The Ministery of Internal Affairs of Ukraine together with the local self-governing bodies must provide intensified protection public peace, strict maintenance of the law on the protection of personal property rights.
Next, the bill on amendments to The Law of Ukraine "On The State Budget of Ukraine for the Year 2008 and on Amendments to some Legitimate Acts of Ukraine", that was directed by the President of Ukraine, V. Yushchenko, was presented by O. Shlapak, first Vice-Chairman of The President of Ukraine Secretariat. He stated, that The President of Ukraine propose to raise the exspense of The State budget on 4mlrd. 90mln.grn. More than two millions for the damaged regions and more than million for the Reserve Fund.
The Chairman of The Verkhovna Rada of Ukraine announced that he has signed the adopted law on the approval of The President´s of Ukraine Order "On Announcing separate parts of Vinnica, Ivano-Frankivs'k, Lviv, Ternopil´ and Tchernivci Regions as Areas of the Emergency Ecological State" and about directing it for signature to The President of Ukraine.
Parliamentary bill on amendments to the Law "On The State Budget of Ukraine for the Year 2008 and on Amendments to some Legitimate Acts of Ukraine" was presented by Yulia Tymoshenko, The Prime-Minister of Ukrain
Yulia Tymoshenko stated, that due to the bill prime costs from the State budget will be 3mlrd. 645mln. grn.
The Prime-Minister announced about other expenses, on which The Parliament propose to give 24,3mlrd.grn. under the credit for the building of roads, bridges, dam with the right of The Parliament to give sovereign guarantees.
The Alternative Bill was suggested by the People´s Deputy Oleksandr Perklushenko. He reported on the differences between his bill and those of The President and The Prime Minister. As he states, the major difference is in monitoring of use of money. O. Peklyshenko recalls his bill as the majority of suggested by him propositions will be included in coordinated draft.
In the course of the discussion representatives of Deputies Factions took part. People´s Deputy from BYT, Oleksandr Liashko announced that The Committee on Budget has scrutinized all three bills overnight and suggests the Parliament to adopt the Parliament´s bill as basic.
Other speakers supported the President´s bill as it proposes the biggest allocation of funds. Some of the speakers suggest to establish the strict monitoring on the monetary usage.
The Chairman of The Committee on Budget, Mykola Derkatch reported that the Committee recommends to adopt the Parliamentary bill for the basic.
The Chairman of The Verkhovna Rada of Ukraine, Arseniy Yatsceniuk has made a motion to adopt the President´s bill in the first reading, taking into consideration the Cabinet of Ministers´ and People´s Deputy O. Peklushenko drafts.

The Chairman announced the break in the plenary meeting. After the break The Chairman of The Committee on Budget, Mykola Derkatch reported of the Committee´s decision to recommend to adopt the coordinated bill on amendments to the Law "On The State Budget of Ukraine for the Year 2008 and on Amendments to some Legitimate Acts of Ukraine" in the whole.
The Prime-Minister of Ukraine, Yulia Tymoshenko, The Representative of The President´s Secretariate, O. Shlapak, People´s Deputies expressed on the bill.
The Verkhovna Rada has adopted the bill in the second reading in the whole with the exception of two unsupported amendments. 441 People´s Deputies supported the decision. The law presupposes the allocation of 5,8 mlrd.grn. fir surmounting the consequences of the disaster.
Next, the bill on amendments to the Law of Ukraine "On rates of excise duty on tobacco goods" was put forward. The bill was adopted in the first reading in the whole (381 votes "for"). The Law presupposes the raise of the excise duty on tobacco goods, that include the opportunity to raise the incomings to the Budget for surmounting of the natural disaster.
