It was emphasized at the Committee meeting that elaboration of the Bill (Reg. No. 2256) is primarily conditioned by inconsistency between regulations fixed in different legal acts regulating operations of credit associations. The cases also in point were the necessity of improvement of credit association´s operations principles, its legal position, credit association creation issues, more clear definition of management and controlling organs in credit association and their authorities, etc.
It was also accentuated on the conclusion of the Central scientific and expert administrative board of The Verkhovna Rada of Ukraine Secretariate. Particularly, the case in point was that the Bill defines operating order of cooperative banks, which should be created according with territorial principle and are divided into regional, intraregional and central cooperative banks.
People´s Deputies emphasized that to date in Ukraine the network of specialized credit institutions, which would have satisfied the requirements of small and medium enterprises in the country, is not adequately developed.
People´s Deputies consider that it´s necessary to more clearly define a list of functions and authorities of cooperative bank in the area of banking services providing etc.
