The Bill (Reg. No.2461) was elaborated to prevent violations of legislation on protection of economic competition and creation of equal conditions for all enterprises ethyl alcohol manufacturers in the course of activity related to the export of ethyl alcohol.
Pursuant to the Bill, "enterprises ethyl alcohol manufacturers export the said product through State enterprises specially authorized by the Cabinet of Ministers of Ukraine, and sell it to the Ukrainian customers by wholesale".
The People´s Deputies stated that current version of the Law "actually envisages monopoly of a certain State enterprise authorized by the Cabinet of Ministers of Ukraine to export the ethyl alcohol manufactured by relevant enterprises".
The amendments introduced by the Cabinet of Ministers of Ukraine envisage that several State enterprises can export ethyl alcohol provided a relevant license is available.
