Pursuant to the Bill (Reg. No.1131) the funds collected as dues for pollution of the environment are to be distributed between the local (village, settlement, city), regional, republican of the Crimean Autonomous Republic, and State Environmental Protection Funds of Ukraine at a ratio of 55, 35 and 10 per cent. Pursuant to the effective regulation, such ratio constitutes 20, 50 and 30 per cent.
The Committee members underscored that implementation of the Bill will reduce the revenue of the State Budget of Ukraine by more than UAH 500 million.
However, the Committee members stated that the Bill fails to present financial and economic argumentation of its impact on budget revenue and expenditures.
