Discussing the Bill, the Committee members devoted much attention to the regulations appertaining to the public health sector.
Thus, it is envisaged to create conditions for transition to compulsory State social medical insurance; facilitate development of medicine in rural areas and promote healthy life style. It is necessary to enhance rendering high-quality medical aid, stabilize the HIV/AIDS sickness rate, and improve the quality of medical treatment of patients with cardiovascular and oncological diseases.
Pursuant to the requirements of the Public Health Base Legislation, the rates of wages of public health sector employees should not be lower than the average wages in the industrial sector.
The Committee believes that implementation of medical actions within the scope of State and national public health programs should be fully funded.
