The Committee members considered the Draft Resolution (Reg. No. 1168), submitted by the People´s Deputy M. Volynets.
The author dwelled on flagrant violations of rights of trade unions that occur in Ukraine, namely: unsubstantiated refusals to legalize the trade unions, dismissal of trade unions, persecution of trade union leaders, dismissal and oppression of the employees owing to their membership in the trade unions, interference of administration and public bodies into internal affairs of the trade unions. The said facts testify undue observance of rights of trade unions and inadequate implementation of the Convention №87 of the International Labour Organization, though Ukraine ratified the said Convention.
M. Volynets believes that holding of the said Parliamentary Hearings will give incentives to the People´s Deputies, representatives of executive authority and public associations to the thorough analysis of problematic issues regarding observance of rights of trade unions in Ukraine. Moreover, it will determine top priority actions, aimed at implementation of the Convention №87 of the International Labour Organization "Concerning Freedom of Association and Protection of the Right to Organize".
The Committee members upheld the proposal of the Sub-Committee on State Social Insurance, Development of Social Partnership and Activity of Public Associations - the Parties of Social Partnership regarding holding of the Parliamentary Hearings "On Observance of Rights of Trade Unions and Organizations of Employers in Ukraine due to the Convention №87 of the International Labour Organization "Concerning Freedom of Association and Protection of the Right to Organize" and the Convention №98 "Concerning the Application of the Principles of the Right to Organize and to Bargain Collectively".
