The Bill (Reg. No. 1012) establishes rate of pay of the President of Ukraine and the Prime-Minister of Ukraine, rate of pay and pensions of the leaders of the State bodies and the People´s Deputies, depending on the rate of minimum wage in Ukraine.
Inter alia, it is envisaged that rate of pay of the Prime-Minister of Ukraine will make up 10 rates of minimum wage.
At the meeting, the author of the Bill stated that the rate of pay of the Prime-Minister of Ukraine is a basic standard for establishing the rate of pay of the President of Ukraine, leaders of the State bodies and the People´s Deputies. Therefore, it is necessary to regulate the said issue by a particular Law of Ukraine, instead of authorizing the Cabinet of Ministers of Ukraine to establish the rate of pay.
However, the Committee members did not uphold the proposal to establish the rate of pay of a particular official, even of the Prime-Minister of Ukraine, by a particular Law. They are of the opinion that effective Law "On the Cabinet of Ministers of Ukraine" includes a special article regarding the said issue. The People´s Deputies also believe that such a method will not contribute to consolidation of national legislation.
As a result of the discussion, the Committee passed a resolution to forward the Bill for further revision. The Committee recommends that the author supplements it with the list of Laws and normative acts to be amended.
