The Bill (Reg. No. 1146-2) coordinates the Law "On Rehabilitation of the Disabled in Ukraine" with Articles 87, 89 and 90 of the Budget Code of Ukraine, and establishes a clear mechanism of funding rehabilitation centres and departments for the disabled for the funds allocated for the social protection of population from the local budgets.
Pursuant to the Explanatory Note, the Bill amends Article 87 of the Budget Code of Ukraine, and creates legal grounds for financial provision of the national rehabilitation establishments from the State Budget.
The amendments to Article 89 of the Budget Code of Ukraine create legal grounds for funding local and district rehabilitation centres from the local and district budgets.
The amendments to Article 90 create similar legal grounds for funding relevant regional rehabilitation centres for the disabled from the budget of the Autonomous Republic of Crimea.
The Committee resolved to uphold the legislative initiative regarding enhanced conditions of funding rehabilitation of the disabled, and to forward the said resolution to the profile Committee.
