According to Serhiy Teriokhyn, the Committee Chairman, the Public Collegium will be established as a consultative-advisory body under the Committee. It is created "to promote realization of the citizens´ constitutional right to participate in the management of State affairs". He also stated that the said body "will make it possible to take the public opinion into consideration whilst elaborating the bills on taxes and customs duties".
The People´s Deputies believe that the Public Collegium will be charged with "appraisal of the Bills, submitted for consideration in the Committee, systematic assistance in the matters regarding taxation and customs regulations, etc". Moreover, there will be a free "hotline" for those tax bearers whose rights were violated by the taxation or customs bodies.
The members of the Public Collegium will be authorized to obtain any information from the Committee, except of commercial or State secrets; to attend the meetings of the Committee with a right of a deliberative vote.
The personnel of the Public Collegium will be submitted for consideration at the Committee not later than on 19 February 2008.
