The Bill (Reg. No. 1146-1) envisages Legislative regulation for the funding of Children's Socio-Psychological Rehabilitation Centres, providing for the reorganization of Children´s Homes into Children's Socio-Psychological Rehabilitation Centres.
The Bill envisages amendments to Clauses 89 and 90 of the Budget Code of Ukraine, as regards the provision of a clear-cut funding mechanism for Children's Socio-Psychological Rehabilitation Centres, using Local Budget monies allocated for Public Social Protection, which are taken into account in defining the amount of Inter-Budget transfers.
During the discussion, Committee members noted that the passing of this Bill will require the redistribution of funds allocated towards Children Homes, to direct them towards maintenance of Socio-Rehabilitation Centres. 44,519,600 Hryvnias will be required to this end in 2009, and 56,703,000 Hryvnias in 2010. This expenditure should be included in The State Budget 2009 and following Budgets.
The Committee believes that the passing of this Bill will allow the setting up a network of Socio-psychological Rehabilitation Centres for children, thus creating a beneficial social, medical, psychological, organizational and legal environment, and guarantees for children who have been forced to live in sub-standard and rough conditions. It will provide an education within a family-like environment, integration into society, and allow them to take their place as fully fledged citizens.
