The Bill (Reg. No. 1400) presents a version of a new law on regulation of social relations in the sector of state service. The Bill defines principles of state service, terms for enrolment for state service, period of service and its termination, legal status of public officials, and principles of their social and legal protection.
However, the Committee members stated that the contents of the new version replicates the Bill submitted by the Cabinet of Ministers in September 2007. Nevertheless, the Bill was not scrutinized, as the authorities of The Verkhovna Rada of Ukraine of preceding Convocation were early terminated.
The People´s Deputies also concurred with numerous remarks concerning essence, contents, technical and legal aspects of the Bill, expressed by the Committee on Social Policy and Labour, the Committee on the Matters of Pensioners, Veterans and Disabled, the Committee on Judicial Policy, the Committee on Budget, and Central Scientific Experts Office of The Verkhovna Rada of Ukraine Secretariate.
