First of all, the Deputies elaborated on the Draft Resolution of the Cabinet of Ministers of Ukraine, ‘On Approval of the Procedure for Provision and Use in 2008 of the Subvention from the State Budget to Local Budgets, towards energy-saving arrangements, including fitting of engineering feed-ins of apartment houses with water and heating energy meters; repair and reconstruction of heating networks and boilers; construction of pipelines and supplying gas to localities´, and a relevant Procedure, introduced to the Committee by the Ministry of Housing and Utility Services of Ukraine.
The People´s Deputies expressed various comments and proposals concerning regulatory and methodological aspects, which have been sent to the Ministry for their attention.
They suggested that the proportional allocation of subventions by areas are changed, with a larger portion directed to the construction of pipe-lines to provide a gas supply to localities; that that the amount of co-financing from local budgets is not increased, and the practice of preliminary remittance of funds from local budgets towards subventions is cancelled.
The Deputies also discussed forty-four Bills, to assess their impact on Budget receipts and expenditures, and on the execution of the State Budget of Ukraine in the current Budget period (according to Clause 27 of the Budget Code of Ukraine).
Committee members consider that twenty-nine of these affect the Budget figures, and nineteen are deemed as having no impact on the Budget indices. The People´s Deputies focused their attention on ten Bills related to amendments to the Law, ‘On Public Procurements of Goods, Works and Services´, to which, apart from a conventional opinion, they added their reservations.
The Committee approved a Schedule of Work for February/July 2008. The main emphasis was placed on work with Bills, as within a short space of time they will have to elaborate on amendments to the Law, ‘On The State Budget 2008 and Amendments to Several Legislative Acts of Ukraine´, and consider improvements to the Budget legislation. They also placed significance on those areas of their work which are related to regulatory support for implementation of the Law on the State Budget.
