Members intend to deliberate on more than 50 issues including the preparation of several Bills, for which their Committee has been designated as Principal Committee.

 

A Bill, ‘On Gas (Methane) in Coal Fields´, sets out the legal, economic, environmental and organisational principles for extraction and recovery of coal methane, improving coal extraction safety, provision of appropriate conditions for this work and using methane from coal fields as a material or power resource.

 

A Bill on Amendments to the Law, ‘On the Power Industry´, will be prepared for its Second Reading. Its clauses seek to align relations between Power Suppliers and several Educational Institutions.

 

The Committee also intends to consider Proposals by the President of Ukraine to the Law, ‘On Amendments to several Laws of Ukraine concerning the development of small-scale Hydro-electric engineering in Ukraine´. This Law was adopted with the aim of promoting the small-scale Hydro-electric engineering´s potential in reducing the environmental impact, thus saving fuel and power resources, and making Ukraine less dependent on their import. Among other factors underpinning the adoption of this Law, are the creation of an effective background for Ukraine´s operation in the European power market, and fulfilment by Ukraine of its commitments to a gradual adaptation of its internal Legislation to that of EU Legislation.

 

The Committee also looked at the Bill on amendments to the Law, ‘On the Power Industry´

(appertaining to the export of power), which aims to improve the access procedure to Inter-State Power Networks for the export of electric power, and promote the establishment of competitive-based foreign-economic relations in the power industry. The Passing of this Bill must also create conditions that prevent Court claims during the possible revision of the Power Industry´s earlier concluded Export Contracts .

 

The People´s Deputies also resolved to consider the Bill, ‘On the National Power Regulation Committee of Ukraine´, which is required to set out the legal framework for the operation of this Committee, to provide effective State influence on the operation of natural monopoly entities, and those operating within related markets in the Fuel and Energy Complex of Ukraine. They stressed that the major purpose of State regulation of natural monopoly entities, and those operating in related markets, is the achievement of balanced interests of consumers, the State, and businesses that are natural monopolies in the relevant areas or are operating in related markets. This will also ensure the delivery of quality products and services to customers at reasonable prices, and in required quantities, and will provide an effective development of natural monopoly entities.

 

The Committee intends to introduce on the Floor a Bill, ‘On the National Nuclear Regulation Committee of Ukraine´, setting out the legal framework and principles underlying the operation of The State Nuclear and Radiation Safety Regulation Body, its status, authorities and the procedure for fulfillment thereof. Also envisaged for introduction on the Floor is a Bill ‘On Power Engineering Audit´ laying down the procedure for power engineering audits, the legal framework for State regulation in this area, together with rights, duties and responsibilities of customers and operators of the Power Engineering Audit.

 

Also planned are Public Hearings on, ‘Environmental Safety as a Basis for Further Development of Power Engineering in Ukraine´, Conferences, On-site Meetings, Seminars and other events with the involvement of Committee Members.
