Pursuant to the Explanatory Note, the Bill aims at "promotion of reconstruction and modernization of active, and construction of new objects of oil-processing and petrochemical enterprises, which will enhance competitive ability of oil-processing and petrochemical sectors, promote increased rate of oil processing, increase production of oil products and petrochemical goods".
