To provide investments in the housing and utility economy and protect customers´ rights in the said field, the Bill (Reg. No. 2747) specifies legal regulation of concessions application for the objects in public or municipal ownership, used in centralized water and heat supply, and drainage system.
The People´s Deputies stated that the Bill establishes additional terms of concessions regarding objects used in centralized water and heat supply, and drainage system. Inter alia, a concessioner is to implement terms and rules established by the licenses on conduct of a relevant activity; maintain the concession object in accordance with the State standards, norms and rules in the relevant field of activity, etc.
The Bill also includes an additional reason for termination of concession for such objects, namely in case the license on conduct of relevant activity is abolished.
