Pursuant to the Resolution (Reg. No.1405), the Temporary Inquiry Panel is to "investigate the circumstances surrounding the case in order to define the facts in the activity of Lutsenko Yu.V., the Minister of Internal Affairs of Ukraine, which can be regarded as violation of legislation and human rights".
