The Bill (Reg. No.2003) "defines methods concerning conversion of indebtness of housing and communal enterprises to the power suppliers that originated due to the agreements on conversion of indebtness for housing and communal services, consumed gas and electricity, concluded between the enterprises and the public".
However, the Bill fails to include financial and economic calculation, and implementation of its regulations will influence the revenue of the State and local budgets.
