The process of creating a single system of reintegration of the homeless started in 2005. However, it is hampered by a number of factors, irregardless of Government´s efforts. According to the People´s Deputies, such factors include the following: inadequate financial provision, different understanding and definition of the concept of homelessness, non-coordination of certain Laws and effective terminology, incompliance of national terminology with all-European typical definition of homelessness.
The Committee passed a number of proposals. Thus the Committee recommends that the Cabinet of Ministers of Ukraine elaborates and ratifies the action plan on social protection of thee homeless till Year 2012.
Moreover, the Committee recommends that the local authorities secures formation and construction of social housing stock, and further develops the network of social security enterprises for the homeless citizens, taking into account regional demands.
