Pursuant to the Bill (Reg. No.1009), "a person who adopted a child or took it under custody will be granted an aid by a child´s birth irregardless of child´s age, provided the person appealed for aid not later than 12 months since the day when court decision on child´s adoption or custody came into force".
However, the Committee members stated that an aid by child´s birth can not be granted to to a person who took into custody, as paternal rights of child´s parents may not be terminated.
Therefore, the Committee recommends that the subject of legislative initiative withdraws the Bill and introduces his motions as amendments to the Bill (Reg. No. 1452) that is being drafted for the Second Reading.
