The Bill (Reg. No.2225) protects national consumers of information products from predominance of audiovisual production of particular foreign countries.
The Bill establishes a 25 per cent quota for the audiovisual production of one foreign country, and defines the concept "audiovisual product of a producer from one foreign country". Thus the said concept is defined as programs, films, audiovisual works produced by individuals or legal entities of one foreign country.
The Committee members regard the amendments as reasonable, but they believe that adoption of the Bill will not enhance legislative regulation. Moreover, the Bill actually "restricts the right of a TV channel to choose the product for broadcasting on its own". Therefore, it can be regarded as interference in the program filling of a channel.
The Committee recommends that the Parliament returns the Bill to the subject of legislative initiative for further elaboration.
