Pursuant to the Bill (Reg. No.1072), the local councils (due to the initiative of territorial communities or deputies of the councils) can adopt decisions regarding declaration of regional languages or languages of minorities as prevalent at the territory of a relevant administrative and territorial unit, provided 17 per cent of population of the said unit use this language.
However, the Committee members believe that the said legislative initiative fails to comply with the Constitution of Ukraine and several Laws of Ukraine.
